Where does the Bible say that you can only love people within your own congregation?

Some people interpret different parts of the bible differently. Going outside of Christianity, look at Muslims. The Koran tells them to kill all who do not follow Islam, but not all of them do it, because morality can conquer any text on paper, no matter how sacred the text.
